Filao Labs is a consulting firm specializing in strategy, financing and structuring for the housing renovation and adaptation sector.
As a partner of Europe (H2020 ORFEE and LIFE EU Peers programs), ADEME, ANAH and, more generally, government agencies, departments and ministries, Filao Labs has built up unique and recognized expertise in the financing and structuring of the renovation sector, both in France and in Europe.
Filao Labs is dedicated to the development of the FIDEO-Banque de la Rénovation project, winner of the France 2030 call for projects starting in 2024, which aims to move from experimentation to dissemination of the Sociétés de Tiers-Financement model of territorial aggregators of high-performance renovations, and to focus financing expertise on a new Société de Financement to fluidify the distribution of work loans targeted at high-performance renovations and make them affordable for all.
The company's founder, Françoise Réfabert, has been working on these issues for over fifteen years. She was instrumental in establishing and developing the model for third-party financing companies in France (SERAFIN network). After a career as a banker with Société Générale, she developed consulting and expertise services in the field of housing renovation financing.
These entities, which are all owned by local public-sector players, are all-encompassing energy renovation operators. They offer support in setting up projects with households, including monitoring the work and its quality, and in financing these operations, either directly or in partnership with banking institutions.
Sébastien Descours, a former banker (BNP Paribas) and expert in strategy, structuring and financing of the renovation sector in France, assists the company in its work.
They were recently joined by Stéphanie Flacher, a blockchain specialist as part of FIDEO-Banque de la Rénovation énergétique's emergence program.
