Name of Client : ADEME
Partners : CIRED, SMASH, CLER, Les Toits de l’Espoir
The FRITE project was selected as part of ADEME’s “ClimFi” call for research projects.
The project is based on the observation that the public authorities would like banks to get involved in financing energy-efficient home improvements, but banks have insufficient incentive to adapt their offer of financing work according to the energy performance it achieves, not least because this does not correspond to the demand of their individual customers.
The aim is to test banks’ interest in arrangements that would enable them to refinance works loans through “green” bond issues, while avoiding exposing them to crippling levels of risk billing and transaction costs.

Origin of energy efficiency financing - ORFEE - 2020

Name of Client : European Commission
Partners : ARTEE, SPEE, Oktave, ARTEE, GNE Finance, Energie POSIT’IF, LWA, Pouget, Marsh, Energy Cities, Effinergie
The Office de Rénovation et de Financement de l’Efficacité Energétique (l’ORFEE) project has won the European Horizon 2020 call for projects in September 2019. The aim is to create a resource center for third-party financing companies (STFs) to standardize and improve the efficiency and reliability of their advisory and work completion processes, to optimize their refinancing and thus multiply the number of energy-efficient renovations of private homes.
This project for a common body for the STFs responds to the need highlighted by the PUCA program workshops to collectively manage their developments and investments, coordinate their operational processes to reduce costs, centralize their feedback for better dissemination, etc…
The project includes two financial developments:
- structuring FTS dialogue with the European Investment Bank and investors, with a view to optimizing their financial resources. The aim is to derecognize FTS receivables from households and condominiums, to limit the increase in their balance sheet and optimize their equity capital, and secondly, to respond to demand from investors who want to comply with the GREEN FIN label implemented in France – or other equivalent labels in Europe;
- work with construction insurance companies to design and implement quality and compliance guarantees for homeowners.
These developments will be based on :
– the design of a corpus of compliance and quality guarantees for energy renovation work by Sociétés de tiers-Financement (STFs),
– STF data management, as a relay for the TiersFi project,
– integration of the digital logbook/passport of work to facilitate the design and monitoring of work carried out in stages,
– development of a digital tool dedicated to monitoring work quality,
– consultations to design and implement the resource center’s economic and legal model,
– communication and dissemination of the project in France and Europe.
